Please note this meeting is the forth Tuesday in September. Rex's talk will be a special presentation on recent rezoning to address flood ding issues near the Chena Lakes Flood Control project area. Implementation of these new zoning efforts will be of interest to developers, engineers, and water resource specialists. We look forward to seeing you. "An Update on Chena Lakes Flood Management Plans and Rezoning: Ground-Water Damage Protection Overlay Zone"

The Chena Lakes Flood Management Zone is located adjacent and downstream of the Moose Creek Dam near North Pole and Fairbanks, Alaska. I will present a short background discussion of the necessity, operation and design of the Moose Creek Dam. The presentation will review the high groundwater conditions in 1992 and other impoundment events. Overviews of various studies prepared on water-related land-use planning issues in the Fairbanks North Star Borough will help demonstrate some of management problems local government needs to address. I will also cover a very short reality check on the local political process for anyone who wonders why government works so slowly.
